CSSs present issues at Checkpoint 2

While most commissioning support services (CSSs) have passed Checkpoint 2 – the outcome of the second stage in the business review process – there are 12 which either have issues that need rapid management or that cannot continue, the NHS Commissioning Board Authority has reported.

26 CSSs submitted evidence and business plans which were tested against three domains; leadership, customer and business to evaluate whether they are on a viable and secure path with the ability to develop a full business plan by August 2012.

Most CSSs could proceed with medium to low issues, having demonstrated evidence for all three domains, but with more work needed in all areas. Nine CSSs marginally achieved one to two domains, meaning the support could continue with issues that need more rapid management.

For three CSSs; West Mercia,Peninsulaand NHS Communications and Engagement Service, plans have now been stopped as 2-3 domains were not passed. New plans are now being developed to ensure CCGs have access to support in these areas.

Dr Joe Rafferty, Director of Commissioning Support, said: “There has clearly been an incredible amount of hard work put into the development of the business plans and defining a responsive offer for CCGs.

“Inevitably, some areas require further development and in others there is more work to do to ensure that CCGs’ needs are being met. Developing viable and responsive commissioning support by 1 April 2013 presents a real challenge, but these results demonstrate that NHS CSSs are capable of meeting this challenge.”
