Missed appointments

If patients missing appointments are to be ‘fined’, will we also be compensated when we turn up on time and then have to wait for an hour or more because the doctor/nurse is running late, or when the appointment is cancelled without notice? Has anyone studied this side of the equation?
I have had several outpatient appointments and have never yet seen the doctor/nurse at the correct time. It is equally irritating for a course of treatment when I see a different doctor on each occasion and spend the first 10-15 minutes explaining the problem and what has gone before.
