Time to learn
The point of pilots is to test a new service or development. They are necessary to determine which things work and where changes need to be made to improve practice. They allow a smaller level of expenditure, rather than going straight for a new idea with no guarantee it will deliver.
But trialling a new service and then rolling it out nationwide, without pausing to learn from the pilots is even more foolish. The information is there, available to stop other areas repeating mistakes and to help them promote best practice.
Of course speed is always useful, and once it is known that a service works, haste is understandable as the benefits are called for in other areas.
Just slowing down and taking the time to fully understand what the pilots have taught us is a necessary part of the testing process. This cannot simply be skipped for the sake of getting the service implemented faster.
