Former NHS boss and chief nurse facing fraud charges
The former boss of Hull and East Yorkshire Hospitals NHS Trust, Phil Morley, is to appear in court charged with four counts of fraud.
Morley was CEO at the trust, which runs Hull Royal Infirmary and Castle Hill hospitals, from 2010. He resigned in April 2014.
The Crown Prosecution Service confirmed to NHE that he is being charged with conspiracy to commit false accounting, false accounting and two counts of fraud by abuse of position.
He is due to appear at Hull Magistrates’ Court on 8 June.
The trust’s former chief nurse, Amanda Pye, is also being charged with conspiracy to commit false accounting and will join Morley at the magistrates’ court next month.
Hull and East Yorkshire Hospitals declined to comment when approached by NHE.
In 2014, Hull Daily Mail reported that while Morley was chief executive of the trust, he focused unrelentingly on targets, which then led to reports of a culture of bullying and an organisation left in “disarray.”
A second article from the same year reported that during Morley’s management, his ‘key allies’ received around £250,000 in pay rises, with a whistleblower calling in auditors to investigate concerns over how these payments were awarded.
Morley complained about both articles to the Independent Press Standards Organisation in 2015, but the body did not uphold his allegations.
