Ambulance on a snowy day

Government unveils £140 million urgent care boost ahead of winter pressures

The government has announced almost £140 million of investment in 14 urgent care projects across England, as the NHS prepares for what ministers are warning could be one of the most demanding winters on record.

The funding package will support a range of frontline improvements, including new Urgent Treatment Centres, Same Day Emergency Care services, expanded ambulance fleets and upgrades to emergency departments. The aim is to increase capacity across urgent and emergency care services before winter demand peaks.

The announcement comes after what has been described as the busiest summer in NHS history, with services facing sustained pressure from record demand alongside periods of extreme heat. NHS leaders are now preparing for a further surge in activity driven by seasonal illnesses such as influenza and norovirus.

The latest funding builds on measures already announced earlier this year. A further 25 new or expanded urgent care facilities, first unveiled in April, are expected to be operational before winter, providing additional capacity for patients requiring urgent treatment.

The investment forms part of a wider programme of capital funding designed to modernise urgent and emergency care services and improve patient access.

In total, the government has committed almost £2 billion towards urgent care capital projects by 2030, alongside a separate £1.5 billion programme aimed at tackling critical maintenance issues across the NHS estate.

Alongside infrastructure improvements, ministers are also seeking to reduce pressure on hospitals through expanded community-based services. This includes a wider rollout of the Pharmacy First scheme, enabling patients to receive treatment for more common conditions through local pharmacies, as well as enhanced GP provision through evening, weekend and out-of-hours appointments.

Health and Social Care Secretary Yvette Cooper said:

“Winter will be more challenging for our NHS this year, after such a heavy summer. That’s why we have been preparing early and investing in extra urgent care capacity to help get patients the care they need.

“NHS staff worked incredibly hard to keep on top of the extra pressure this summer. Now we need to support them in delivering for patients through the winter season, so our NHS is there for all of us when we need it.”

NHS winter boost QUOTE

Prevention continues to be a key component of the NHS winter plan. More community pharmacies are delivering flu vaccinations this year, while eligibility has been widened to include additional vulnerable groups, including people experiencing homelessness.

The NHS has also introduced new digital tools designed to simplify vaccination bookings for parents, schools and immunisation teams.

By 11 October, more than 7.4 million flu vaccinations had been administered across England, with uptake among children currently outpacing figures recorded at the same point last year.

Health leaders continue to stress that vaccination remains one of the most effective ways of reducing hospital admissions and protecting NHS capacity during the winter period.

Sir Ciarán Devane, Chief Executive of the NHS Alliance, said:

“This is a welcome investment to strengthen NHS urgent and emergency care and frontline capacity.

“NHS leaders and their teams continue to work hard to provide high-quality, timely care as services prepare for the winter months.

“With demand on NHS services remaining high, the priority needs to be easing pressure on hospitals, improving patient flow and supporting more people to receive care closer to home or return home sooner.”

Healthcare leaders will now be watching closely to see whether the additional funding, combined with expanded community provision and vaccination programmes, can help mitigate the annual winter pressures facing urgent and emergency care services across England.
