Bolton NHS Foundation Trust has announced the appointment of Joanne Downs as its new Chief Finance Officer, bringing more than 28 years of strategic and leadership experience to the organisation.
Joanne will join the Trust from Greater Manchester Mental Health NHS Foundation Trust, where she currently serves as Deputy Chief Finance Officer. Her appointment strengthens Bolton’s executive leadership team at a time when NHS organisations continue to navigate financial pressures while delivering high-quality patient care.
With a deep understanding of the Greater Manchester healthcare landscape, Joanne has spent the past 18 years in senior commissioning and provider finance roles across the NHS. Her extensive experience spans both operational and strategic finance, helping organisations respond to the challenges of an increasingly complex healthcare environment.
Joanne began her career in the public sector audit and advisory service at PricewaterhouseCoopers, where she built a strong foundation in financial governance and accountability. She also serves as Chair of Greater Manchester Police Force’s Joint Audit Panel, further demonstrating her expertise in leadership, assurance and public sector governance.
