The Department of Health and Social Care has announced that Danny Mortimer, chief executive of NHS Employers and deputy chief executive of the NHS Confederation, will join its executive team in February as the permanent Director General for People, working across DHSC and NHS England.
Mortimer will replace Jo Lenaghan, who has held the role on an interim basis. His appointment marks a significant step in strengthening leadership for workforce strategy and development across health and social care.
- NHS Employers will advertise for a new chief executive later this month.
- Interim leadership arrangements will be confirmed in due course.
Commenting on this role change, Mortimer said:
“I have worked in the NHS for over 30 years, and look forward to working with colleagues across government and the service to develop our shared ambitions for the people and patients served by the NHS. I look back on my time at NHS Employers and the NHS Confederation with real gratitude for the support of colleagues and our members.”
Danny Mortimer brings extensive experience in workforce policy and engagement, having led NHS Employers since 2014 and played a key role in shaping national workforce priorities.
Matthew Taylor, NHS Confederation Chief Executive added:
“On behalf of our members and staff, I would offer my congratulations to Danny Mortimer on his appointment as the Department of Health and Social Care’s new Director General for People.
“Danny has been an outstanding leader during his time as chief executive of NHS Employers, deputy chief executive of the NHS Confederation, and as interim chief executive of the NHS Confederation. He has played a pivotal role in championing the NHS workforce, supporting employers through some of the most challenging periods the service has ever faced, and helping to shape constructive dialogue across the health system. His appointment is richly deserved, and while he will be greatly missed within our organisation, the NHS as a whole will benefit enormously from his experience, insight and commitment.
“The workforce is the NHS’s greatest asset, and Danny takes on his new role within government at a critical moment. We look forward to working closely with him on the crucial issues facing the NHS, from averting further industrial action, to supporting recruitment and retention, and to the development and delivery of the 10 Year NHS Workforce Strategy.

“Our sincere thanks go to Danny for his leadership and dedication, and we wish him every success.”
